IMHO, this is done by having a clearly defined set of coding standards. If these are broken then the peer inspection of the code before release will pick them up and send the offending items back for rework.

(And you'd probably recognize the process here, though I imagine the penalties for violations of coding standards differ.....)

The same mechanism controls the use of services, MQEndpoint polices, etc, etc.
