Please consider obscuring the names etc of real data in future. Sure, this data is public but in your case the 866 phone number is not in their website.
In this case it might not matter but you never know if the data you are posting is publicly available or not.

And what reason does the DFDL trace (and indeed the flow user trace) give for writing out a blank record?

Put another way:

What have you done within the model to suppress the output of that record when there are no values assigned to it?

Hello Vitor,

I figure it out thing is when there are no values assigned to the C13(fields) I set the property nill value to new line(NL).
Now I reset the property.
Thanks for guiding me in right way.

Hi smdavies99 thanks for the suggestion on obscuring of real data.
