It's part of the jvm command line options. You need to look them up.

WebSphere App server version 4 is very very obsolete. It's old.
Use something newer, preferably version 6.
Avoid unnecessary risks, take advantage of new features, take advantage of newer JVMs.

I think you can do it from the admin console on the newer versions, not quite sure about V4
