A simple thing you can do is to change the receiver channel to CONVERT option on both the platforms.
Ideally the application doing GET/PUT should do the conversion but IMS Bridge doesn't do any conversions so your receiver channel on mainframe should be set to do the conversion. That will convert every message going to mainframe into the right CCSID/encoding for mainframe.
Similarly, on the other side (non-mainframe qmgr) the receiver should be set to do the conversion.

But CONVERT isn't supported on Receiver Channels.
I've never used the IMS Bridge, but with the CICS Bridge, from memory, it does a GET with Convert on the incoming message, and you have to set the outgoing Sender Channel with CONVERT, because the routines to convert the MQCIH are only shipped with the mainframe version of MQ.
