The MQ Server got shut down unexpectedly, after restart found that one of the queue managers is not working. While trying to start queue manager manually getting below error.

But then how come the same code is running on my local winXP 64 Bit machine ?
Because the winXP operating system running on your 64bit hardware is NOT 64bit.

MQ v5.3 is unsupported.
MQ v5.3 is 32-bit only.
Your server platform is 64-bit only.
Three strikes.
Start over, with MQ v7.
But then how come the same code is running on my local winXP ... |

If "dspmqver" does not exist, then you are not running a currently supported version of MQ.
Try "dspmq" and see what it says.
I have MQ 5.3 version installed.

Surprised to see that the dspmqver.exe does not exist in
'C:\Program Files\IBM\WebSphere MQ\bin'
I have rebooted the machine after inatlling the MQ Client.

Tried reinstalling the websphere MQ client on the machine.
But still unable to run the dspmqver command from command prompt.
