As Jeff mentioned, to see a broker a broker under any CM you have to first create a Domain connection which connects you to a CM. Then you have to create a LINK to a physical broker under that Domain connection in order to establish connection with a CM. Now you can say that this Broker is connected to CM.

If you do this, you will not see the Broker under any CM. You have to cconnect to either CM1 or CM2 using a domain connection(Of course you have to start CM1 or CM2 first in order to connect) and then you have to make a link to Broker to see the Broker under any CM.
