Just to confirm a few things:
- MRM CWF format can handle this, provided that there is no trailing data after the repeating structure.
- model the length as an xs:integer with Physical Type set to 'External Decimal'.
- The second field can refer to the preceding length field via its CWF Length Reference property.
- Put the length field and the one which follows it into a group, and set maxOccurs = -1 on the group.
