The command you need is dspmqaut (syntax detailed in the System Admin Manual). If push comes to shove, switch on security tracing to see where the 2035 is being thrown.

And upgrade. You've left it too long and it may well be you've tripped over some incompatability between the HP-UX level you're now at & that level of MQ. You said yourself "it is very dangerous" - it's not impossible that it's just blown up in your face.
