This is a Windows limitation, not an MQ one... ie wont affect unixes.
With tuning you can get to the same position, ie resources being the limiter, but by default its the desktop heap setting.
Now at least on windows you dont have to configure limits for file descriptiors, shared memory sizes, and various other kernel tuning parms  |

I seem to be having a similar issue, but strangely enough it is a on a Linux box alot of Ram. I have created 6 qmgrs successfully but could only start 5..
after ending QM 4 I was able to start QM 6, so I fear it is a resource issue, is there some setting I can raise in Linux?
I am using MQ5.3 server/CSD09

There are shared memory resources that can limit the number of Running MQManager on all Unix Platforms.
It has always been my personal preference to keep the number of MQManager Defined on a server to a minimum.
Many admins make the mistake of thinking that multiple MQManagers servicing individual applications on one server will serve them better than one MQManager servicing multiple applications.
