As I said that It was a problem with firewall. My system firewall is not allowing the either port or Part of Java application. I confirmed this by turning off the firewall, then my flow engine is fairly working.
How can I make a dedicated port (on my work station) to the RAC application. Is there any way tell to the RAC or Server Box that , "hey get back to me on this port only".
There is a fix APAR for RAC that will allow you to use a dedicated port for debugging through a firewall (V6). Ask your rep about it. _________________ MQ & Broker admin

Go to the following file on your system:
C:\Windows\System32\drivers\etc\hosts
and comment out the line if you have defined a hostname against a specific IP. This causes your broker server to bind to the wrong ip as defined in this file and thus the debugger is not able to connect with the flow on that ip.
