if i change the USER DEFINED properties for a message flow through MB explorer or CMP api in PROD environment. Is the Flow restart is required ?
Clarify me..

Instead of asking a question like this and then having to wait for a reply here, why don't you just try it yourself and post what you find back to this forum for the benefit of others. Don't you trust yourself to do a simple experiment ! |

A. You should be using bar overrides to make changes to environment properties.
B. You should not be deploying bars from your local to Prod.
C. A bar deployment cycles the message flows, thereby reading the UDPs.

- Your flows need such changes (often good design can avoid them)
- You don't have other methods of making these changes
