My point is that adding a queue manager to a cluster is a decsion regarding connectivity. It has nothing to do with the putting of messages, only their movement.

I'm certainly unclear on how your suggestion of getting multiple copies of a message is facilitated by adding the queue manager to a cluster, as I'm unaware of this feature being added to the cluster software in a recent release.
