Sorry Guys ... i dont know what had happended but it was a firewall problem ... but my firewall dint alert me when i started and stoped the QM's from the MQ explorer ... however, when I started the QM from the command prompt my firewall poped up immediately saying that it is blocking the runmqlsr process ... and there is the issue ...
So finally my problem is solved ...

At the risk of saying "I told you so", I told you so way back when this started!
Windoze software claims another innocent victim. You're not the first person I've seen this happen to.

Hi Guys ... I remember saying that my firewall is not blocking any trafic ... but as i said earlier i was using the MQ explorer to stop/start the QM and doing so it did not give me any warning ... but when i started/stopped the QM from command prompt my firewall immediately poped up the msg saying that runmqlsr is blocked ...
Anyways all is well that ends well ...

And as I said earlier, this is not the first time I've seen Windoze pull this cruel trick on the innocent and unsuspecting.
If there's a moral to this tale (aside from my usual anti-Windows rant) it's to check your firewall when you've comms problems. Ensure that the WMQ apps are authorised to communicate as they need to; don't rely on anything in this wretched OS!! _________________ Honesty is the best policy.
