Flat files on the SAN can be moved to offline storage automatically.

Via the cron job you mentioned earlier up this thread.

In the same way database handles it.

It's a perfectly good wheel you're reinventing. It should roll just fine. Once you've come up with file standards. worked out how the cron job will identify the files to move, come up with a management strategy for the offline storage and determined how you'll find & restore a particular message or messages in the event someone wants one.
