Yes, no applications are connected.
Also I got FDC at some point in the begining with "MQ semaphore is busy."
error and found the same in AMQERR log too as shown below

| I tried by changing the Current status of queue manager in Registries to Ended but no luck. I changed it from running to Ended. |

| Thanks jefflowrey, you mean after subscriber recieved the message use MQ APIs explicitly to put the message to the Q. Though it seems overhead but we have an option. Thanks. |

The unix SAs found the issue with "NIS Application" on the server,
After it was fixed, I am able to start and create queue manager.
