It appears to be looping doing inquire cluster qmgr's. Here is what I did.

I noticed that many messages were being sent across the client channel. So I wanted to see what these were. So I wrote a channel message exit that I would use to capture the messages as they flowed across my channel. I then configured MQExplorer to route to the qmgr in question via an intermediary qmgr. So I have MQExplorer client connect to A routing messages to B. On the sender channel from A to B I have the msgexit the logs every message to a file.

I then wrote a program to parse this file and dump the PCF commands that were being done. It is sending PCF x46 (MQCMD_INQUIRE_CLUSTER_Q_MGR ) commands by the boatload, over and over, still trying to see if there is a pattern. In the short time I had the explorer running it did 1000's of x46 PCFs with x02, xA1 and x24.

I do have alot of clusters since we create two clusters for each business line to allow us to restrict what cluster queues the business line can see as well as to have class of service so batch traffic does not interfere with online traffic. Off to talk to IBM about my results.

Update.

IBM as reproduced problem. It is due to many clusters defined via REPOSNL.

APAR IC61053 created to address this issue. Problem manifests self when qmgr has many clusters.
