I have to say after so many iterations and so many years in service it still feels that the IIB toolkit is is in need of a major rework.
It was slow running on win 7 and recently after win 10 upgrade it became even slower. We gave it more memory but that didn't help much. It takes forever to start and the editor lags on occasion and switching perspective can be a pain.. I have an SSD disk with an i5 and 16gb mem so it is not a bad machine. Intellij for java works smoothly. The debugger is a mystery on its own. Sometimes works and somestimes not. What's the point of a good IDE if it doesn't have a good debugger? Some errors which seems the editor should catch aren't until you deploy.
It is a shame the toolkit doesn't (in my opinion) match up to the runtime experience which has been working steadily and is probably IBM's best product (of the ones I tried).
