Is there any web link which explains the purpose of each MQ auth permission?
For ex:
ctrl
ctrlx
altusr
I dont really see any in the web, if not we build this thread.

Try the IBM Knowledge Centre appropriate to your MQ version, the information you seek is within it.

Here's a table the lists them all - uses the MQ Explorer description, but it should be fairly easy to translate that into the setmqaut flags.
