Yes, you can define almost any service on a managed node, and control those non WebSphere / non-Java processes from the cell manager (deployment manager - used to call them cells back in the DCE/Encina/TX Series days - and cells are still referenced)
So, you could stop and start an almost arbitrary process or service on a WebSphere managed node, if you have the permission to run it according to the local operating system. Inherited from the Encina Generic Application Server (GAS, rather than MAS)
