We had a incident where the ADMIN server crashed with a S04E abend. (SVC dump was taken) We had to stop the WLM enclves for EXE and PES to get Workflow restarted. Restart of the admin server was successful. After restart of the admin server we resumed the EXE and PES WLM enclaves and everything was fine.

The error turned out to be a failure between DB2 and RRS. Corrective APAR for our system is OA21480. It is a fairly new APAR so you may want to check to see if you have it on.

This scenario is a match for RRS hiper apar OA21480, the ptf for your
release is UA43847.
The abend04E was caused by the prior RRS abend.
Please apply the RRS PTF.
