Both Linear and Circular logs serves two different scenerio so I doubt if we can classify which one is better.
What we can decide on is which suits our requirements.
With Circular logs you can do the qmgr restart recovery but you can not recreate the lost or damaged data.
Where as Linear logging can provide both restart recovery and recreation of lost or damaged data by replaying the logs.
Linear logging requires media images taken , inactive logs archived, disk management etc , so a bit of administrative overhead.
Whereas circular logs just overwrites the previous logs as the logs gets filled.

No, unfortunately you cannot alter the logging method once the queue manager has been created. You will need to save all your MQ definitions away (using the saveqmgr supportpac) and then recreate the queue manager using the new method of logging.
