Sometimes the InfoCenter search is more useful than Google:One appears in a sample application output, one is an accounting term, and one is a statistics term. The InfoCenter does describe their meaning in more detail.

AverageQueueTime: [29827281, 0]
As explained under 'AvgTimeOnQ' The numbers are in microseconds
Constant Value
1 Contains the value for nonpersistent messages.
2 Contains the value for persistent messages.

If you are uncomfortable with statistics generally, proceed with caution with WMQ, too.

Be cautious about averages. I read somewhere that a man drowned in a lake that had an average depth of 2 inches. In my college stats class, average height of students was 5'6". Yet nobody in the class was 5'6" tall. What does that tell you? Outliers skew (averages) stats.

Be sure you look at minimums and maximums for queue-times, and other stats.

What are your service-level agreements?
