As a last resort before bouncing the qmgr you can try to stop the channel in mode(terminate). Be aware however that this may have additional consequences (read up in the manual (mqsc + intercommunications)).

This should really stop the channel. After this you should try:

telnet host port to see if the os resolves correctly. (ctrl+] then quit or bye should get you out of the telnet session if it was successful)
ping channel in mqsc to see if the channel is pingable from MQ
start channel in mqsc

If this is not sufficient to restore your channel, open a PMR with IBM.
Be also aware that being on the latest release will facilitate the resolution of your PMR...
