If a MQ client sends a mesage and the server is down,what happens to the message..is it lost?is there any way to retain this message?Do we need to keep a Database at the clent side also??

If the server is down, you will get an error on the connect attempt. It is then up to you to decide what to do with your message at that point.
If you were able to connect and open, but the server goes down between the open and the put, your put call will fail, and again, it is up to you to decide what to do with the message until you can restablish a connection to the server.
On Gets, always specify the Syncpoint option when your app is a client. That way, if the CLIENT or the network goes down between the request for the GET of a message and the actual hand off to the app, the message will be returned back to the queue.
