Can an MQ IPT detect an MQ multi-instance active/standby node without the use of a loadbalancer/loadbalancer exit program in between and send the messages only to the MQ server which is active node?

You'd need to define 2 distinct routes. One to the active qmgr, one to the standby qmgr. You then fill in the conname with both MQIPT routes and let the qmgr decide which one it will use.
