But not sure if WMB can generate such a WSDL for the services for which WMB is the provider.

The developer generates the WSDL with whatever artifacts the developer wants in the WSDL. Any wizard (from WMB or elsewhere) that generates a WSDL for you is a STARTING POINT. The developer must know and understand what the end result is to be and edit the WSDL to achieve the end result. Tools are not TURN-KEY in this regard.
