This is known as "working in IT".

You have to research, learn, experiment, think.

Yes, more details please.

1. What is the operating system which runs MQ?

2. You have to find out who is the client, you can see it's ip address in .../qmgrs/QMGRNAME/errors/AMQERR01.LOG

3. What is the connection type to your QManager? CLIENT? BINDINGS?
if BINDINGS, be sure, that the QManager is running, the operating system has enough resources (tuning kernel parameters)
if CLIENT, be sure, that the Server Connection channel can allow more connections

That's it first...

There are a large number of historical posts on this site in regard to WMQ Client applications and MQRC 2009. There are a number of historical posts on this site in regard to what to do when WMQ Client applications 'suffer' from MQRC 2009. Search the site for these posts, determine which one(s) are apposite to your problem, and post a refined question should none of the posts provide you with the information you need, or the posts require a little clarification.

NOTE: Please do not append your question to any historical posts you find - refer to them in this post. Thank you.
