With MQ Base Java (or script), how can I efficiently make a Q put-allowed or put-Inhibited?

The code will need to run on both NT and AIX... I use MQ 5.3.0.3

Well, a very important consideration is whether or not your application will be running on the same machine as the queue manager, or whether you want it to be able to access remote queue managers.
If you are running locally, you can easily make a shell script which will invoke runmqsc and change the queue attributes.
Otherwise, you'll need to use the PCF interface to remotely access a queue manager's command server.
