The RFH2 header is not an XML header. There are rules regarding the formatting of the header (such as nested tags are not allowed in the usr folder and that the fields have to be padded to be of length that is divisible by 4 bytes).
There is a specific parser for the RFH2 header which is not the XMLNSC one. I suspect this is the cause of your issues.
