May I know what is the biggest difference when running this two exits?
Did a lot of reading and its seems to me that API Exits will require configuration in qmgrs while User Exits will require configuration on their {MSGEXIT, RCVEXIT, SECEXIT}...

There are many types of MQ exit, see C header file cmqxc.h :

1. API exit functions
2. Channel exits (security, send, receive, message, message retry)
3. Channel Auto Definition exit
4. Cluster Workload exit
5. Data Conversion exit
6. Pub/Sub Routing exit
7. Transport Retry exit

They are all "user" exits because the MQ user writes them to do whatever they please, hence adding user specific functionality to extend the capabilities of MQ. Complete exits are not shipped with the MQ product.
