they both can do cluster!

Read the docs
MQ cluster is for load balancing

MSCS cluster is for high availability (HA)

In the real application, you will have requirements for the system that is being built.

These requirements will tell you when you need MSCS clustering, and when you need MQ Clustering.

Likely, nobody here will tell you.

One major difference is MSCS cluster can have same queue manager name. But MQSeries cluster does not allow same queue manager name.

MCSC clustering is the basically sharing the filesystem between the servers. So you need to create on queue manager and move the logfiles to a shared drive.

You can see only one queue manager running in one of the server if two servers are in MSCS cluster..
