I install MQSeries 5.1 on Windows 2000 Service Pack 2 machine and create queue manager but after try connect to queue manager I get a message "Queue manager not available for connection. Ensure that the queue manager is running. If the queue manager is running on another computer, ensure it is configured to accept remote connections. (AMQ4043)" what I can do. On Windows 2000 SP1 it's work fine.

After creating the queue manager, you should then start the queue manager. It almost sounds like the queue manager wasn't running. What application/tool issued these messages?
What's the problem with terminal services. I've just had AMQ4043 with this and also have trouble doing MQSI command line commands via a terminal services window (seems to have trouble accessing the ODBC data sources on the server machine).
