We found the solution by calling the API,
Code:
  mqAddStringFilter (m_hAdminBag, MQCA_Q_DESC, MQBL_NULL_TERMINATED,
      (char *)"WebSphere MQ Authority Data Queue",MQCFOP_NOT_LIKE,&m_nCC, &m_nRC );   


and we used MQCMD_INQUIRE_Q instead of MQCMD_INQUIRE_Q_NAMES in MqExecute call.
