It appears to have started the command server, and it is functional, |
What makes you think so. Are you using something like MO71 and could connect to the QMGR?
Also,

Restarting the queue manager and machine restored the ability to run dspmqcsv, but I cannot actually start the command server with strmqcsv QNAME command. |
Maybe you are trying to start the command server which is already running and maybe that's why you are getting this error |

Yes, I'm using M071 and it works successfully, and the actual program is running on the box.
I did a ps aux | grep amqpcsea for the command itself and it's not running when I start it, but after I start it and it throws the error, it's running then. |

Remember that in some cases your monitoring package may start the command server if it is not running within a short time after the qmgr starts. |

I don't think this is the case, since we don't have a monitoring package yet. I actually discovered this error while I was writing one.
It wasn't reporting whether or not the Command Server was running or not.
It seems MQ is having issues on this box all together. My plan is to re-install the software in the next week in the hopes that it resolves the issue. The box isn't yet being backed up actively so I'm out of luck on that path. |
