I can answer this by myself:
missing admin rights for the user running the ConfigMgr.

The error message was really misleading.

Dear all,

I have a strange problem during startup of a ConfigManager (MQSI v.202 Win2000).
The Config manager was created using the following command:
mqsicreateconfigmgr -i USER -a PW -q QMGR -n ...
