The upgrade has not been implemented in lower environments.This is how Oracle works i guess 
A debate has been triggered to reject the upgrade request.  |

...This is what the change description says
"Upgrade 4 MTs from 8x32VM to 16x72VM and OEL5.3 32bit to OEL5.5 64bit"
Absolutely meaningless without detail - I plan to upgrade my car, but ... |

How are your OS Team planning to upgrade the server because if it means blowing away the current OS and doing a fresh install of the new OS your question is moot?
